IRS Targeting Occurred Back in 2009

According to the general consensus, the IRS targeting of conservative groups began on March 1, 2010 when a manager in the Cincinnati office instructed employees to watch for 501(c)3 non-profit applications that had the words Tea Party, Patriots and 9/12.

However, a lawsuit filed against the IRS indicates that IRS targeting was taking place in 2009, but the media is not reporting any of it.

Have you ever heard of a mission group called Z Street? Very few of us have heard of them. They are a pro-Israel mission that formed in 2009. Their website states:

“No more appeasement, no more negotiating with terrorists, no more enabling cowards who fear offending more than they fear another Holocaust. Z STREET is for those who are willing not only to support – but to defend – Israel, the Jewish State.”

Z Street applied to the IRS for a 501(c)3 non-profit status in December 2009. At that time, they were told that their application might be delayed as it had to undergo ‘special scrutiny.’ The agent then told them that all applications that are connected to Israel had to be carefully reviewed to make sure that their views did not ‘contradict those of the administration.’

Z Street organizers saw this as a clear violation of the First Amendment rights of free speech and filed a lawsuit against the IRS. At the time of the filing, Douglas Shulman was Commissioner of the IRS and was named in the lawsuit. Since his resignation, John Koskinen now serves as the IRS Commissioner, so the lawsuit changed to read Z Street v. Koskinen.

Let me point out that according to publicly released records, IRS commissioner Douglas Shulman visited the White House more than any other member of Obama’s Cabinet. In hearings before the House Oversight and Government Reform Committee, it was made known that 118 of Shulman’s 157 White House visits were made during the period that IRS agents were intentionally targeting tea party and conservatives. In fact, he visited the White House more times than the combined visits of former Secretary of State Hillary Clinton, former Secretary of Health and Human Services, Kathleen Sebelius and former Secretary of Homeland Security Janet Napolitano.

The IRS claimed that they were immune to lawsuits and therefore tried to get the case dismissed. Yet after four years of waiting, US Judge Ketanji Brown Jackson has ruled against the IRS request for dismissal and said that the lawsuit can now move forward to the courts.

What’s important to note is that the Z Street lawsuit was filed two and half years prior to report of IRS targeting issued by the Treasury Department Inspector General. This lawsuit indicates that the IRS targeting of conservative, patriotic, Christian and Jewish groups started in Obama’s first year in office. It also started before the reported March 1, 2010 instructions issued in the Cincinnati IRS processing office.

This further supports my assertions that the targeting is a result of the direct orders of President Obama given to then IRS Commissioner Shulman. What other explanation is there for so many visits to the White House? As soon as Obama illegally won the 2008 election and was sworn into office in January 2009, he was already working to target, harass and suppress those who opposed him, like any good socialist dictator would do.
